Scott has over thirty years of experience in the health care industry as an Executive Director, Controller, Nursing Home Administrator, Assisted Living Administrator, Logistics Manager/Accountant, and Chief Financial Officer.

Scott has authored or co-authored numerous pieces of legislation on funding and reimbursement for Medicaid programs in home care, assisted living and nursing homes--legislation that put into statute automatic rate increases for all three industries based on wage surveys conducted annually of similar positions in the industry. He continues to stay actively affiliated with state health care associations and councils.

Scott understands the complex funding formulas used by government agencies to customize accounting reports for management and to allow for maximum cost recovery. On various construction projects and grants, he was able to petition government funders to allow the organization to act as it's own general contractor, again, greatly reducing costs, in some cases up to 20%.

Scott has developed and integrated various programs and systems to reduce overhead and to share resources. He has presided over the addition of multiple facilities, the addition of in-home care, public transportation, children's day care, adult day care, and psycho-social rehab agency. He developed the only Huntington's chorea unit in the state of Idaho, as well as a traumatic brain trauma unit. He then developed medicaid funding for both.

Scott understands intelligent growth. He assumed the position of Nursing Home Administrator for distressed facility and formed a non-profit corporation to purchase it and use that facility as a base for statewide expansion into multi-facility, multi-program organization.

Scott is a licensed Nursing Home Administrator and a Residential Care Facility Administrator.
